The study is being funded by the North Carolina Department of Transportation, the Mecklenburg-Union, Gaston Urban Area and Cabarrus-Rowan metropolitan planning organizations (MPO), the Rock Hill-Fort Mill Area Transportation Study and the Town of Mooresville.

PB Americas has been selected to lead the effort. The project will be co-managed by Tim Gibbs of the Charlotte Department of Transportation (CDOT) and Jack Flaherty of NCDOT.
